		<description>I am amember of a couple online art sites hosted in the USA.It is common for the artists there to offer free raffles for other member of the site. Generally it goes along the lines of an artist making a journal where participants are requested to show their interest by replying to said journal. The participants are given a number and at the end a random number generator is used to select (a) winning participant(s).

As the raffles are free to enter, do they break any state or federal laws?</description>
